You may need to zip and then unzip the .app bundle for the Finder/LaunchServices daemon to pick up on the change in the plist, same with changing any of the app/docs icns files.
Well, worth a try: especially as lots of things have gone pear-shaped for no apparent reason: Dictionary, Saving, and so on.

The icns files pick up on a copy to another folder.

So . . . downloading Xcode 14.3 [supposedly the most recent version that will function on MacOS 12.6.8] . . . we shall see after a 7+ GB download. 8-)

"some people" are untidy and like to leave 'outdated' gubbins lying around
The LC 'package' is stuffed with old stuff that is no longer needed, and a bit of judicious pruning might get the download to something that is less than 10 times the size of the hard drive of our Mac LC 475 we bought in 1993 in Carbondale,Illinois!

The LC 963 DMG files seems like serious bloatware ...
